Background
Established in 2012, the Asia Pacific Coalition for School Safety (APCSS) is a Regional Affiliate of the Global Alliance for Disaster Risk Reduction and Resilience in the Education Sector (GADRRRES).
The APCSS aims to create a space at the regional level for discussion and sharing of technical resources, good practices/lessons learnt and model policies on Safe Schools to minimize the impacts of disasters on children’s education and to coordinate and promote advocacy for Comprehensive School Safety , across Asia-Pacific countries.

In addition to core members, the APCSS maintains its cooperative linkages with two sub-regional platforms in Asia-Pacific (sub-regional members): Pacific Coalition For The Advancement Of School Safety (PCSASS) and ASEAN Safe School Initiative (ASSI), as well as other collaborative members, such as: Child Fund, UN Major Group of Children and Youth (MGCY), and All India Disaster Mitigation Institute (AIDMI).

The Asia Pacific Coalition for School Safety (APCSS) operates in a collective effort sustained by its founding members. The founders of APCSS are Plan International, Save the Children, World Vision International, UNICEF, UNESCO, UNDRR, IFRC, and Asian Disaster Preparedness Center (ADPC), with Plan International as its Secretariat.

The ASEAN Safe Schools Initiative (ASSI)
In alignment with the school safety efforts in the Asia Pacific,the ASSI was established and endorsed by the ASEAN Committee on Disaster Management in 2013, as among the priorities in the ASEAN Agreement on Disaster Management and Emergency Response (AADMER) Work Programme 2010-2015 and Work Programme 2016-2020. ASSI is a government-led school safety initiative and supported by a consortium of civil society organisations (Plan International as the consortium lead together with Save the Children, World Vision, and Mercy Malaysia) Through the funding support from ECHO, the Australian Aid and the consortium members, ASSI projects were implemented in eight ASEAN countries in the sub-region from 2015-2019.
Guided by the ASEAN Common Framework on School Safety and the ASSI Programme Strategy 2017-2020, ASSI has benefited more than 30,000 boys and 27,000 girls and engaged with more than 3000 ASEAN government officials, strengthened partnerships and collaborations with UN agencies, IFRC, academe, youth and children sector. The recently launched AADMER Work Programme 2021-2025 retains the ASEAN Safe Schools Initiative as among its priorities under the Priority Programme 2: Prevention and Mitigation.

The Pacific Coalition for the Advancement of School Safety (PCASS)
The PCASS is a sub-regional coalition of national education authorities, INGOs and civil society groups established in 2016 to promote school safety in the Pacific. The Coalition aims to strengthen the commitments of governments, and other sectoral partners to protect children’s rights to safety and survival, to educational continuity, to safeguard education sector investments, and build a culture of safety in the face of natural hazards and climate change in the Pacific region.
The coalition was established through the initiative of the Ministries of Education and Disaster Management Offices in the region, in partnership with Save the Children and the European Union. Other stakeholders involved in the coalition are civil society groups, development partners, and stakeholders from related sectors.
In 2016, through PCASS , support was extended to the Pacific Island countries in developing the School Safety Roadmap for the Pacific Region, 2016-2018. This regional roadmap guided the Pacific countries, including Fiji, Vanuatu and Solomon Islands, in developing their respective national strategies and priorities for school safety implementation.
